（本报讯 俞靖）眼下位于中越边境广西凭祥市的友谊关口岸，满载出口机电产品和进口水果的跨境车辆接连不断，口岸进出口贸易持续走热。友谊关口岸作为广西进口水果的最大陆路口岸,目前已通过智慧化改造实现通关效能跃升，为东南亚水果等商品进入中国市场铺设“快速通道”。
目前，中越友谊关—友谊智慧口岸中方段项目——友谊关智慧口岸已基本建成，并进入联调联试阶段，该项目作为中国首个边境智慧口岸项目，运营后将进一步提升口岸通行能力，有效缓解中越边境口岸通关压力，推动边境口岸由“通道经济”向“产业经济”转型，助力中越经贸发展持续走深。
走进友谊关智慧口岸，智能化场景随处可见，远程操控的吊装设备、自主行驶的IGV无人车承担了主要接驳任务，实现“货柜落地即自动化转运”，无人化作业成主流通关流程。
广西凭祥综合保税区开发投资有限公司工程项目部部长、智慧口岸项目党员攻坚队队员邓军荣介绍，友谊关智慧口岸项目以“三减一降一提升”和“两个24小时”为核心目标，实现减单证、减环节、减人工，降低通关成本并提升效率，依托自动化设备实现24小时通关，以及南宁至河内货场24小时直达。
邓军荣表示，传统模式下司机需驾车至越南货场装卸，待智慧口岸全部建成并投入使用后，社会集装箱车辆只需驾驶到集装箱接驳区，后续流程全由系统调度，通过无人运输车完成集装箱运送，大幅减少司机等待及车辆占用时间，企业在口岸可实现“交货即走、提货即离”，使得流程耗时大幅压缩。
科技赋能下，友谊关海关查验提速升级，相关企业报关等流程获精简，助力东盟水果输华畅通。友谊关海关查验一科副科长熊辉介绍，海关部门依托智慧查验辅助系统实现企业刷卡后自动叫号、排队、泊车，通过地磁感应自动调度车辆，台位轮转效率显著提升；智慧检疫系统则将熏蒸流程智能化，既减少人力消耗，又加速通关。数据显示，经智能化改革后每日水果查验量从100车增至180车。
广西欧恒国际物流有限公司副总经理李虔昌表示，"智慧友谊关"APP让申报全流程线上化，货柜抵达前即可完成手续，较以往节省半天时间。该公司主要承接榴莲、山竹等东南亚水果清关，如今每日进口量从10柜增至30-40柜，货物从工厂到市场的周期从一周缩至三四天。
为应对东南亚水果进口旺季，友谊关海关采取动态调整工时、增派人手支援等措施保障通关。熊辉称，下一步将深化智慧口岸应用，通过大数据与AI技术提升效率。随着智能化设备全面落地，友谊关口岸正从传统边境枢纽向智慧贸易节点转型。（完）
Intelligent Upgrade at Guangxi's Youyiguan Port Ensures Smooth Entry of Southeast Asian Fruits into China
（Reported by Yu Jing）Currently,at the Youyiguan Port located in Pingxiang City,Guangxi,along the China-Vietnam border,cross-border vehicles laden with electromechanical export products and imported fruits pass through in an endless stream,as import-export trade at the Port continues to boom.As the largest land port in Guangxi for fruit imports,Youyiguan Port has achieved a leap in customs clearance efficiency through intelligent transformation,creating a"fast track"for Southeast Asian fruits and other goods to enter the Chinese market.
Currently,the Chinese section of the China-Vietnam Youyiguan-Friendship Smart Port Project-the Youyiguan Smart Port-has been largely completed and entered the phase of joint debugging and testing.As China’s first smart border port project,it is expected to significantly enhance port clearance capacity upon operation,effectively alleviate customs clearance pressure at the China-Vietnam border,facilitate the transformation of the border port from a"transit economy"to an"industrial economy,"and contribute to the sustained deepening of economic and trade relations between China and Vietnam.
Stepping into the Youyiguan Smart Port,intelligent scenarios are ubiquitous:remotely operated lifting equipment and autonomously navigating IGV unmanned vehicles have taken over primary transport tasks,achieving"automated transfer immediately upon container landing."Unmanned operations have become the mainstream clearance process.
Deng Junrong,Head of the Project Management Department at Guangxi Pingxiang Integrated Free Trade Zone Development and Investment Co.,Ltd.and member of the Party Member Task Force for the Smart Port Project,explained that the Youyiguan Smart Port initiative focuses on achieving"three reductions,one cost cut,and one efficiency boost"along with"two24-hour goals."These objectives include streamlining documentation,simplifying procedures,reducing manual labor,lowering clearance costs,and enhancing overall efficiency.Leveraging automated equipment,the Port enables24-hour customs clearance and facilitates24-hour direct freight services between Nanning and Hanoi cargo depots.
Deng Junrong stated that under the traditional model,drivers had to undergo loading and unloading at Vietnamese cargo depots.However,once the smart port is fully completed and operational,drivers of commercial container trucks will only go to the container transfer area.All subsequent processes will be handled by automated system scheduling,with unmanned transport vehicles completing container delivery.This will significantly reduce drivers'waiting time and vehicle detention periods,allowing companies to achieve"depart immediately upon delivery"and"leave right after pickup"at the port,drastically compressing overall processing time.
With technological empowerment,customs inspection at Youyiguan Port has achieved accelerated efficiency,streamlining declaration processes for relevant enterprises and facilitating smoother import of ASEAN fruits into China.Xiong Hui,Deputy Section Chief of the First Inspection Division at Youyiguan Port Customs,explained that leveraging an intelligent inspection assistance system,the customs department has conducted automated queuing,number calling,and parking upon enterprise card swiping.Vehicle scheduling is automatically managed through geomagnetic sensors,significantly improving berth rotation efficiency;Meanwhile,the smart quarantine system has featured digitized fumigation procedures,reducing labor demands while speeding up clearance.Data shows that daily fruit inspection capacity has increased from100to180trucks following the intelligent transformation.
Li Qianchang,Deputy General Manager of Guangxi Ouheng International Logistics Co.,Ltd.,stated that the"Smart Youyiguan"APP has digitized the entire declaration process,allowing procedures to be completed before containers arrive,achieving half a day saving compared to previous methods.The company primarily handles customs clearance for Southeast Asian fruits such as durians and mangosteens.Daily import volumes have now increased from10to30-40containers,while the logistics cycle from factory to market has been shortened from one week to three or four days.
"The factory is expected to reach full production capacity between late August and early September.Currently,the fruit pulp workshop and puree production line are operating at near-full capacity,while procurement staff are negotiating prices with suppliers from Malaysia,Vietnam,and other regions."Wang Shuguo,Factory Director of Guangxi Zhongguo Industry Co.,Ltd.,explained that considering the advantages of imported fruits in Pingxiang,Guangxi,the company established its facility in Xiashi Town,Pingxiang in2023.Leveraging the benefits of the Youyiguan Port,the company now imports fruits from Vietnam by land transport with rapid customs clearance,reaching the factory within three days.This approach reduces logistics costs and time,enhancing the competitiveness of the company's fruit business operations.
To address the peak season for Southeast Asian fruit imports,Youyiguan Customs has implemented measures such as dynamically adjusting working hours and deploying additional staff to ensure efficient clearance.Xiong Hui stated that the efforts will be further made to involve deepening the application of smart port technologies,utilizing big data and AI to further enhance efficiency.With the comprehensive implementation of intelligent equipment,Youyiguan Port is undergoing transition from a traditional border hub to a smart trade node.
