Greetings to you all!
Today marks the Little New Year in northern China,and tomorrow in the south.At this beautiful moment of bidding farewell to the old and welcoming the new,on behalf of the All-China Federation of Returned Overseas Chinese,I extend my sincere greetings and warm Spring Festival wishes to returned overseas Chinese and their families,and to Chinese compatriots living across the globe.Happy New Year to you all!
The year2025has just passed—it marked the successful conclusion of China’s14th Five-Year Plan.Over the past five years,under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core,people of all ethnic groups across the country united in hard work and perseverance,accomplishing all major goals of the14th Five-Year Plan.China’s economic output surpassed RMB140trillion,comprehensive national strength reached new heights,green development became a defining feature,and Chinese modernization advanced steadily.
In2025,the Fourth Plenary Session of the20th CPC Central Committee was successfully convened,charting a grand blueprint for national development over the next five years.We solemnly commemorated the80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War,established Taiwan Retrocession Day,and further consolidated our shared will for national rejuvenation.Head-of-state diplomacy opened new horizons for China’s major-country diplomacy,while global governance initiatives injected positive energy into a turbulent world.The joint hosting of the National Games by Guangdong,Hong Kong,and Macao vividly demonstrated the vitality of“One Country,Two Systems.”
Over the past year,we witnessed the strength and responsibility of overseas Chinese communities.
At the forefront of building a new development paradigm,you seized opportunities and energized high-quality growth.On the stage of promoting Chinese culture,you advanced the Global Civilization Initiative and fostered mutual learning among civilizations.In welcoming state leaders,your applause was always especially warm.You are messengers of friendship and bridges between China and the world.We are proud of you!
Though oceans apart,our hearts remain connected.When a fire struck Tai Po in Hong Kong,you responded swiftly—donations flowed together into a powerful current of compassion.When overseas Chinese were affected by incidents in Panama,you raised your voices for justice without hesitation.Linked leaf by leaf,branch by branch,your caring arms crossed mountains and seas whenever help was needed.
The All-China Federation of Returned Overseas Chinese is your home.This past year,that home has grown warmer and more welcoming.
We innovated communication through lecture programs and short-video competitions,helping the vision of the15th Five-Year Plan reach more people.We built high-quality platforms such as overseas Chinese business investment conferences and talent development forums,enabling broader participation in China’s opportunities.We addressed urgent concerns and improved services—online mediation platforms resolved nearly90%of overseas-related disputes,ensuring overseas Chinese affairs are handled with care and efficiency.
We strengthened the“Overseas Chinese Care”volunteer brand,advanced the“Qiao Ai Xin”program,promoted Chinese culture globally—the“Affection for China”art troupe visited Saint Petersburg and Riyadh for the first time.The World Chinese Student Writing Competition attracted millions of participants,while the“Journey to Roots”program allowed overseas youth to experience a vivid and authentic China firsthand.
At the grassroots level,our seven-tier organizational system continues to improve,with over12,000“Homes for Overseas Chinese”across the country,bringing services directly to families.Going forward,we will further enhance our work and encourage every overseas Chinese affairs official to become a mainstay,a trusted companion,and a dedicated practitioner.
The year2026marks the beginning of the15th Five-Year Plan.Standing at a new historical starting point,China will prioritize high-quality development,deepen reform and opening-up,steadily advance common prosperity,and strive to write a new chapter of Chinese modernization.On this new journey,overseas Chinese communities have great opportunities—and will surely achieve great accomplishments.
In the coming year,the All-China Federation of Returned Overseas Chinese will keep national priorities firmly in mind,align closely with the country’s development strategy,and take the70th anniversary of the Federation as an important milestone.We will better understand evolving overseas Chinese needs,respond more pragmatically to expectations,and strive to build a trusted“home of unity,endeavor,and warmth”for all overseas Chinese.
As the Spring Festival approaches,we have prepared rich“cultural gifts”:the“Spring Across the Seas”art troupe will visit six countries,bringing hometown warmth to overseas compatriots;the Global Chinese Spring Festival Gala and the online“Searching for the New Year”campaign will soon be launched—we look forward to celebrating reunion with you online.

刚刚过去的2025年，是“十四五”规划的收官之年。过去五年，在以习近平同志为核心的中共中央坚强领导下，全国各族人民团结奋斗、攻坚克难，“十四五”规划目标任务圆满完成，我国经济总量突破140万亿（元）大关，综合国力跃上新台阶，绿水青山成为亮丽底色，中国式现代化迈出坚实步伐。
2025年，中共二十届四中全会胜利召开，擘画了未来五年国家发展宏伟蓝图；我们隆重纪念中国人民抗日战争暨世界反法西斯战争胜利80周年，设立台湾光复纪念日，凝聚起实现民族复兴的共同意志；元首外交引领中国特色大国外交开创新局面，全球治理倡议为变乱交织的世界注入更多正能量。粤港澳携手举办全运会，生动展现了“一国两制”的强大生机活力。
这一年，我们共同见证了侨的力量、侨的担当。在构建新发展格局的最前沿，你们把握机遇，为高质量发展注入活力；在弘扬中华文化的舞台上，你们落实全球文明倡议，促进中外文明交流互鉴；在元首外交的欢迎队伍中，你们的掌声总是分外热烈。你们是传播友谊的使者，是联通中外的桥梁。我们以你们为傲，为你们自豪！
天涯虽远，枝叶关情。当香港大埔遭受火灾，你们迅速响应，一笔笔捐款汇聚成血浓于水的深情暖流；面对巴拿马的涉侨事件，你们第一时间发出正义之声。一叶连枝，枝枝相护，你们友爱的手臂在需要时总会穿越山海，送来温暖关爱。
中国侨联是侨胞的“家”。这一年，这个家变得更温暖、更温馨。我们创新传播方式，通过讲师团、短视频大赛等形式，让“十五五”规划的宏伟蓝图更加深入人心；我们打造高质量平台，举办侨商投资大会、侨智发展大会，助力大家共享中国机遇；我们聚焦急难愁盼，提高为侨服务水平，线上平台涉侨纠纷调解成功率接近九成，侨胞的事有人管、管得好；我们培育“侨爱志愿”品牌，深化“侨爱心”工程；推动文化出海，“亲情中华”艺术团首访俄罗斯圣彼得堡和沙特首都利雅得；世界华人学生作文大赛吸引数百万学子，“寻根之旅”让华裔青少年亲身感知立体真实的中国；夯实基层基础，7级侨联组织体系日益健全，遍布侨乡的“侨胞之家”超过1.2万个，服务的触角走进归侨侨眷千家万户。今后，我们要把服务工作做得更好，激励每一位侨联干部争当侨务工作的“主力军、贴心人、实干家”。
2026年是“十五五”规划的开局之年。站在新的历史起点，国家将锚定高质量发展首要任务，全面深化改革开放，扎实推进共同富裕，奋力谱写中国式现代化新篇章。新征程上，广大侨胞大有可为，也必将大有作为。
新的一年，中国侨联将胸怀“国之大者”，紧紧围绕国家发展大局，以庆祝中国侨联成立70周年为重要契机，更加精准把握侨情新变化，更加务实回应侨胞新期待，全力建设广大侨胞值得信赖的“团结之家、奋斗之家、温暖之家”。
新春佳节将至，我们准备了满满的“文化年货”：“四海同春”艺术团将再赴六国，给海外游子送去乡情，共庆佳节；“全球华侨华人春节大联欢”和“寻年”网络主题活动即将精彩呈现，期待与大家云端相守、共庆团圆。
