亲爱的侨胞们、朋友们：灵蛇辞岁去，骏马踏春来。在丙午马年春节来临之际，我谨代表中国国务院侨务办公室，向广大海外侨胞和归侨侨眷致以新春问候和美好祝福！
刚刚过去的2025年，我们隆重纪念中国人民抗日战争暨世界反法西斯战争胜利80周年，激励中华儿女铭记历史、珍爱和平；我们胜利召开中国共产党二十届四中全会，系统擘画未来五年发展蓝图，奋力开创中国式现代化建设新局面。这一年，“十四五”规划圆满收官，中国经济跃上新台阶，改革开放迈出新步伐，高质量发展活力勃发；机器人领跑新质生产力，人工智能创造美好生活，科技创新赋能强劲；西夏陵为世界遗产再添瑰宝，多国免签政策广迎天下宾朋，中国潮玩、动画火爆全球，持续书写中国奇迹崭新篇章。
长期以来，广大海外侨胞和归侨侨眷始终与祖（籍）国风雨同舟、命运与共，在新时代新征程上，更是勠力同心，为推动高质量发展、弘扬中华优秀文化、促进中外友好合作作出了重要贡献。在此，我要向关心、支持祖（籍）国发展的广大海外侨胞和归侨侨眷致以崇高敬意和衷心感谢！
过去一年，国务院侨办会同各涉侨部门，持续做好各项暖侨惠侨工作，提供更加高效便利的服务，加强联系慰问和关怀救助；支持侨胞办好华文教育，举办丰富多彩的节庆活动，传承弘扬中华优秀传统文化；支持侨胞深度参与共建“一带一路”倡议和创新驱动发展战略，将自身事业发展融入中国式现代化伟大进程。
2026年是“十五五”开局之年。我们将继续坚持“以人为本，为侨服务”宗旨，全面贯彻落实侨务政策，竭诚深化为侨服务，共同画好海内外中华儿女最大同心圆，凝聚起中华民族伟大复兴的磅礴伟力。我诚挚地邀请侨胞们常回家看看，饱览祖（籍）国锦绣山河，感受各地风土人情和时代新貌……助力中外文化文明交流互鉴。

Dear overseas Chinese compatriots and friends,
As the Year of the Snake bids farewell and the Year of the Horse gallops into spring,on the occasion of the Spring Festival of the Year of the Horse,I extend,on behalf of the Overseas Chinese Affairs Office of the State Council of China,my warm New Year greetings and best wishes to overseas Chinese communities and to returned overseas Chinese and their families.
The year 2025 has just passed.We solemnly commemorated the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War,inspiring the Chinese people to remember history and cherish peace.We successfully convened the Fourth Plenary Session of the20th CPC Central Committee,systematically charting a blueprint for development over the next five years and opening new horizons for advancing Chinese modernization.
This year also marked the successful conclusion of the14th Five-Year Plan.China’s economy reached new heights,reform and opening-up achieved fresh breakthroughs,and high-quality development gained strong momentum.Robotics emerged at the forefront of new productive forces,artificial intelligence enhanced everyday life,and scientific and technological innovation continued to empower development.The Western Xia Imperial Tombs were added to the World Heritage List,visa-free policies welcomed visitors from around the world,and Chinese designer toys and animation gained global popularity—together writing a new chapter in the China miracle.
For many years,overseas Chinese and returned overseas Chinese and their families have stood together with the motherland through thick and thin,sharing a common destiny.On this new journey of the new era,you have united in purpose and made significant contributions to promoting high-quality development,carrying forward fine traditional Chinese culture,and advancing friendship and cooperation between China and other countries.Here,I would like to express my highest respect and heartfelt gratitude to all overseas Chinese compatriots who care for and support the development of the motherland.
Over the past year,the Overseas Chinese Affairs Office of the State Council,together with relevant departments,has continued to implement policies that benefit and care for overseas Chinese,providing more efficient and convenient services while strengthening outreach,assistance,and humanitarian support.We have supported Chinese-language education overseas and organized a wide range of festive and cultural activities to pass on China’s fine traditions.We have encouraged overseas Chinese to actively participate in the Belt and Road Initiative and the innovation-driven development strategy,integrating personal career development into the great process of Chinese modernization.
The year 2026 marks the beginning of the15th Five-Year Plan.We will continue to uphold the principle of“people-centered service for overseas Chinese,”fully implement overseas Chinese affairs policies,deepen services with sincerity,and work together to build the largest possible circle of unity among Chinese people at home and abroad—gathering powerful strength for the great rejuvenation of the Chinese nation.
I sincerely invite overseas Chinese compatriots to return home more often,to enjoy the magnificent landscapes of the motherland,experience local customs and the spirit of the times,and witness both the natural splendor and the vivid unity of China’s diverse ethnic groups.I also hope you will share the stories of a beautiful China and your hometowns with friends and communities in your countries of residence,helping the world better understand China and the Chinese nation,and promoting mutual learning among civilizations.
Dear compatriots and friends,in traditional Chinese culture,the horse symbolizes vigor,vitality,courage,and progress.As President Xi Jinping has said,let us summon the courage to spur our horses forward,unleash boundless vitality,and maintain unwavering momentum—striving together for our dreams and happiness,and turning our grand vision into a beautiful reality.
