2026“龙抬头”非遗民俗文化盛典暨中国—东盟数字经济协同发展闭门会在龙门水都举行
聚焦“人才基建”与“国际人才协同培育”，共商AI时代区域协同新路径
3月20日（中国农历二月二），2026“龙抬头”非遗民俗文化盛典暨中国—东盟数字经济协同发展闭门会在广西南宁龙门水都隆重举行。来自中国与东盟国家的政府代表、企业领袖、专家学者及青年代表齐聚一堂，共同探讨人工智能时代区域协同发展与青少年人才成长的新路径。
为挖掘、传承并创新传统民俗文化，龙门水都已连续成功举办四届“龙抬头”文化旅游活动，广受社会好评，并被列入南宁市级非物质文化遗产名录。今年除传统的九龙祭大典外，还新增了敲会鼓（国家级非遗）、打迪尺（自治区级非遗）以及龙宴（长桌宴）等丰富的非遗民俗展演。
本届盛典首次与东盟经济合作深度融合，同步举办“中国—东盟数字经济协同发展闭门会”。来自越南、泰国、马来西亚、老挝、缅甸等国驻南宁总领事及参赞、东盟企业家、中国企业代表与专家学者出席会议，共同见证“中国—越南人工智能协同创新中心”“中国—越南合作平台”“中国—越南青少年AI人才成长中心”的揭牌落地。
原广西壮族自治区党委副书记、广西桂学研究会创会会长潘琦在致辞中表示，欢迎东盟嘉宾与国内外企业家走进南宁、了解南宁、协同南宁，进一步深化中国—东盟文旅与数字经济合作，助力南宁建设面向东盟的区域性国际旅游中心和开放合作高地。
全国“两会”期间，“智能经济”成为热词。《智能经济》主编、人工智能领域专家张晓峰在会上发表题为《从“数字基建”到“人才基建”：中国—东盟AI时代协同创新的制高点？》的主旨演讲。他指出，中国与东盟在数字基础设施方面已取得显著成果，但本土化运营人才短缺正成为关键瓶颈。他提出“数字基建决定速度，人才基建决定未来”的核心观点，并分析了东盟AI人才的三大缺口：结构性、场景化与治理型缺口，同时提出“三层金字塔”人才培养模型。
会议期间，各方共同发布《南宁共识》，提出构建“北上广研发+广西（南宁）集成+东盟应用”的跨区域协同创新模式，并推动可信数据专区建设与数据跨境流动机制探索。
“中国—越南青少年AI人才成长中心”将采用“双国双基地”模式，在中国设立研发基地，在越南设立应用场景基地。双方联合推出“6+6+N”人才培养计划，通过沉浸式培训、回国支持及长期生态赋能，培养具备技术能力与创新精神的未来领袖。
越南春桥集团董事长苏勇表示，中国在AI产业生态方面的经验与东盟丰富应用场景结合，将释放巨大潜力，青少年人才培养是面向未来的重要战略投资。
本次会议由地方政府指导，广西龙门水都文化旅游开发有限公司主办，北京智出东方科技有限公司与七享（北京）健康科技有限公司协办。未来，龙门水都将打造中国—东盟文化与科技合作的重要交流平台。
越南华侨会会长、越南广西商会执行会长、龙门水都副董事长苏柏心表示：“龙门水都过去守护自然，未来将连接中国与东盟的人工智能创新与人才培养。”
本次会议标志着中国—东盟数字经济合作进入“人才引领、协同创新”的新阶段。与会各方一致认为，唯有夯实人才基础，方能把握智能文明时代的发展主动权，为区域繁荣与人类进步贡献亚洲智慧。

2026“Dragon Head-Raising”Intangible Cultural Heritage Festival and China–ASEAN Digital Economy Closed-Door Forum Held in Nanning
On March20(the second day of the second lunar month,traditionally known as“Dragon Head-Raising Day”),the2026Dragon Head-Raising Intangible Cultural Heritage Festival,together with the China–ASEAN Digital Economy Closed-Door Forum,was successfully held in Longmen Shuido,Nanning,Guangxi.
Government representatives,business leaders,scholars,and youth delegates from China and ASEAN countries gathered to explore new pathways for regional collaboration and youth talent development in the era of artificial intelligence.
Longmen Shuido has hosted the Dragon Head-Raising cultural event for four consecutive years,gaining wide recognition and being listed as a municipal-level intangible cultural heritage project.This year’s festival featured traditional ceremonies alongside performances such as ceremonial drum rituals(national ICH),“Dichi”folk performance(regional ICH),and the“Dragon Banquet”long-table feast.
For the first time,the festival was integrated with ASEAN economic cooperation,with the concurrent China–ASEAN Digital Economy Closed-Door Forum.Consuls,diplomats,ASEAN entrepreneurs,Chinese enterprises,and experts witnessed the launch of several key initiatives,including the China–Vietnam AI Collaborative Innovation Center,China–Vietnam Cooperation Platform,and the China–Vietnam Youth AI Talent Development Center.
Mr.Pan Qi,former Deputy Party Secretary of Guangxi and founding president of the Guangxi Academy of Cultural Studies,welcomed ASEAN guests and emphasized deeper cooperation in cultural tourism,trade,and the digital economy.
During China’s“Two Sessions,”the concept of the“intelligent economy”emerged as a key theme.AI expert Zhang Xiaofeng delivered a keynote speech titled“From Digital Infrastructure to Talent Infrastructure:The Strategic High Ground of China–ASEAN AI Collaboration.”He highlighted that while digital infrastructure has advanced significantly,the shortage of localized talent remains a major bottleneck.
He proposed the principle:
“Digital infrastructure determines how fast we move,while talent infrastructure determines how far we go.”
He also introduced a“three-tier pyramid model”for talent cultivation.
Participants jointly released the“Nanning Consensus,”advocating a cross-regional collaboration model:
R&D in Beijing/Shanghai/Guangzhou+Integration in Guangxi(Nanning)+Application in ASEAN,
along with initiatives for trusted data zones and compliant cross-border data flows.
The China–Vietnam Youth AI Talent Development Center will adopt a“dual-country,dual-base”model,with R&D in China and application scenarios in Vietnam.A“6+6+N”training program was also launched to cultivate future leaders with both technical expertise and entrepreneurial vision.
Mr.Su Yong,Chairman of Vietnam Chunqiao Group,noted that combining China’s AI ecosystem with ASEAN’s diverse application scenarios will unlock tremendous innovation potential,and youth talent development is a strategic investment for the future.
The forum was guided by local government authorities,hosted by Guangxi Longmen Shuido Cultural Tourism Development Co.,Ltd.,and co-organized by Beijing Zhichu Dongfang Technology Co.,Ltd.and Qixiang(Beijing)Health Technology Co.,Ltd.
Mr.Su Boxin,Vice Chairman of Longmen Shuido,stated:
“Longmen Shuido once protected nature;in the future,it will connect China and ASEAN in AI innovation and talent development.”
This event marks a new phase of China–ASEAN digital economy cooperation,driven by talent and collaborative innovation.Participants agreed that strengthening talent foundations is essential to seizing opportunities in the era of intelligent civilization and contributing Asian wisdom to global progress.
