记者走进海南自贸港实地感受封关后蓬勃生机
2月26日下午,由中华全国新闻工作者协会与海南省新闻办公室共同组织的“走读中国·走进海南自贸港”中外记者团,深入海口市三大标志性园区与商业地标进行实地探访。来自瑞典、巴西、新加坡、日本、韩国等10个国家的23名记者,先后走访了海口复兴城互联网信息产业园、海口国际免税城以及海口综合保税区的中免海南国际物流中心,亲身感受海南自由贸易港全岛封关运作两个月以来的发展脉动与创新活力。

海口:自贸港核心引领区的开放新貌
作为海南省省会、国家历史文化名城和国际性综合交通枢纽,海口是海南自由贸易港建设的核心引领区。2025年,全市地区生产总值增长4.8%,经济运行稳中有进。进入2026年全岛封关运作元年,海口正锚定建设“自由便利开放之城、产城融合创新之城、时尚消费活力之城、低碳绿色生态之城、全龄宜居幸福之城、魅力海岛人文之城”的发展蓝图,目标地区生产总值增长6%以上。这里不仅坐拥“蓝天白云、绿水青山”的生态本底,空气质量常年位居全国重点城市前列,更是中国对外开放的前沿窗口,离岛免税购物、国际赛事演艺、跨境数据流动等新业态蓬勃发展,日益成为一座充满机遇与活力的现代化滨海城市。

数字经济高地:复兴城产业园的“智慧引擎”
记者团首站抵达海南自由贸易港13个重点园区之一的海口复兴城互联网信息产业园。这里以“一区两翼”格局为核心,正全力打造自贸港先行区、国际总部集聚区和数据跨境流动示范区。园区聚焦数字贸易、数字智能、国际总部和专业服务四大核心赛道,已吸引阿里巴巴、小米集团、施耐德、特斯拉等全球领军企业入驻,累计注册企业超7000家。2024年,园区营收突破1600亿元,成为驱动海南自贸港高质量发展的强劲数字引擎。记者们对园区依托跨境数据流动试点优势,深耕跨境电商、游戏出海、人工智能大模型等前沿领域的发展路径表现出浓厚兴趣。

消费“金字招牌”:全球最大单体免税城的火热场景
随后,记者团来到位于海口西岸城市副中心的海口国际免税城。这座建筑面积约28万平方米的全球最大单体免税店,在封关后的首个春节迎来了消费热潮。数据显示,2026年春节假期,该免税城累计接待游客超51.6万人次,同比增长57.9%,单日最高客流量创下历史新高。店内汇聚超过800个国际知名品牌,涵盖奢侈品、美妆、珠宝腕表、数码产品等全品类。记者们看到,由新西兰WETA工作室打造的“AURA天际秘林”主题中庭、球幕飞行影院等沉浸式体验项目,与40多家特色餐饮共同构成了“吃住行游购娱”一站式消费场景。春节期间推出的“财神驾到”IP活动及政府发放的消费券,进一步点燃了消费热情。这生动印证了封关后离岛免税政策的持续红利——2026年春节假期,海南离岛免税购物金额达27.2亿元,同比增长30.8%。

物流“智慧心脏”:综保区内的效率革命
行程的最后一站是海口综合保税区的中免海南国际物流中心。作为支撑千亿级免税产业的关键枢纽,这里展示了封关后物流体系的“智慧革命”。记者们了解到,该中心通过全自动化的仓储、分拣系统,实现了免税商品的高效流转。更引人注目的是园区率先落地的“免保衔接”创新模式,即保税货物与免税货物可在区内根据市场需求灵活转换、无缝调拨,大幅提升了供应链响应速度与企业的运营效益。海口综保区依托“海关特殊监管区+自贸港”政策叠加优势,为货物提供了“7×24小时”智能通关服务,货物周转效率提升40%以上。中免集团在此搭建的智能化物流园区,仓储总面积超17万平方米,通过“先入区后报关”等模式,推动整体物流效率提升约35%。

封关赋能:数据背后的开放新貌
此次走访的三个点位,从数字创新、消费引领到物流支撑,立体呈现了海南自贸港封关运作后的系统性成效。据官方数据显示,自2025年12月18日全岛封关至2026年2月17日,短短两个月内,海南新增经营主体4.79万户,同比增长30.15%;今年1月新设外资企业278家,同比大幅增长51.1%。“一线放开、二线管住、岛内自由”的制度设计,使得海南成为全球商品进入中国市场成本最低、效率最高的通道之一。零关税商品范围已扩大至约6600个税目,覆盖全部商品税目的74%,吸引了西门子能源、法国迈优力制药等一批外资项目加速落地。

On the afternoon of February 26,a delegation of Chinese and international journalists participating in the“Reading China·Visiting Hainan Free Trade Port”program—jointly organized by the All-China Journalists Association and the Hainan Provincial Information Office—conducted on-site visits to three landmark industrial parks and commercial hubs in Haikou.
A total of23journalists from10 countries, including Sweden,Brazil, Singapore,Japan, and South Korea, toured the Haikou Fuxing City Internet Information Industry Park, the Haikou International Duty-Free City,and the China Duty Free(CDF) Hainan International Logistics Center located in the Haikou Comprehensive Bonded Zone.They experienced firsthand the pulse of development and innovation vitality two months after Hainan’s island-wide independent customs operations came into effect.
Haikou:A New Chapter of Openness in the Core Zone of the Free Trade Port
As the capital of Hainan Province,a nationally recognized historical and cultural city,and an international comprehensive transportation hub,Haikou serves as the core leading zone in the construction of the Hainan Free Trade Port.In2025,the city’s GDP grew by4.8%,reflecting steady and improving economic performance.
Entering2026—the first year of island-wide customs closure operations—Haikou has outlined an ambitious blueprint to build a“city of free and convenient openness,industrial-urban integration and innovation,fashionable consumption vitality,low-carbon green ecology,all-age livability and happiness,and island cultural charm,”targeting GDP growth of over6%.
Blessed with blue skies,lush mountains,and top-ranked air quality among major Chinese cities,Haikou has also become a frontier window of China’s opening-up.Emerging sectors such as offshore duty-free shopping,international sporting and cultural events,and cross-border data flows are flourishing,shaping the city into a modern coastal hub full of opportunity and dynamism.
Digital Economy Hub:The“Smart Engine”of Fuxing City Industrial Park
The delegation’s first stop was the Haikou Fuxing City Internet Information Industry Park,one of the13key industrial parks of the Hainan Free Trade Port.Centered on a“one zone with two wings”structure,the park is striving to become a pilot zone for the Free Trade Port,an international headquarters cluster,and a demonstration area for cross-border data flows.
The park focuses on four core sectors:digital trade,digital intelligence,international headquarters,and professional services.It has attracted leading global enterprises such as Alibaba,Xiaomi Group,Schneider Electric,and Tesla,with more than7,000registered companies.In2024,total revenue exceeded RMB160billion,making it a powerful digital engine driving the high-quality development of the Hainan Free Trade Port.
Journalists showed keen interest in the park’s exploration of cross-border e-commerce,game exports,and large AI models,leveraging pilot policies for cross-border data flows.
A“Golden Brand”of Consumption:The World’s Largest Standalone Duty-Free Complex
The delegation then visited Haikou International Duty-Free City,located in the western urban sub-center of Haikou.With a construction area of approximately280,000square meters,it is the world’s largest single duty-free shopping complex.
During the first Spring Festival after customs closure,the mall experienced a consumption boom.Data show that during the2026Spring Festival holiday,it received over516,000visitors,marking a57.9%year-on-year increase,with daily foot traffic reaching record highs.
The complex houses more than800internationally renowned brands across luxury goods,beauty products,jewelry and watches,digital devices,and more.Journalists witnessed immersive attractions such as the“AURA Sky Forest”themed atrium created by New Zealand’s WETA Workshop,a dome-flight cinema,and over40specialty dining outlets,forming a one-stop experience integrating dining,accommodation,transportation,tourism,shopping,and entertainment.
Special holiday promotions—including the“God of Wealth Arrives”IP event and government-issued consumption vouchers—further stimulated spending.This vividly demonstrated the continued dividends of offshore duty-free policies after customs closure.During the2026Spring Festival,Hainan’s offshore duty-free sales reached RMB2.72billion,up30.8%year on year.
The“Smart Heart”of Logistics:An Efficiency Revolution in the Bonded Zone
The final stop was the CDF Hainan International Logistics Center in the Haikou Comprehensive Bonded Zone.As a crucial hub supporting a trillion-yuan-level duty-free industry,the center showcased a“smart revolution”in logistics after customs closure.
Through fully automated warehousing and sorting systems,the center ensures efficient circulation of duty-free goods.Particularly notable is the innovative“bonded-duty-free linkage”model,allowing bonded and duty-free goods to be flexibly converted and seamlessly allocated within the zone according to market demand—significantly enhancing supply chain responsiveness and operational efficiency.
Leveraging the combined advantages of“customs special supervision zones+Free Trade Port”policies,the Haikou Comprehensive Bonded Zone provides24/7intelligent customs clearance services, improving cargo turnover efficiency by over40%.The smart logistics park built by China Duty Free Group spans more than170,000square meters and has increased overall logistics efficiency by approximately35%through models such as“entry before declaration.”
Empowered by Customs Closure:A New Era of Openness Reflected in Data
The three visited sites—covering digital innovation,consumption leadership,and logistics support—collectively demonstrated the systemic achievements of Hainan’s Free Trade Port since island-wide customs closure.
Official data show that from December18, 2025, to February17, 2026, just two months after closure,Hainan registered47,900new business entities,up30.15%year on year.In January alone,278new foreign-invested enterprises were established, a sharp 51.1%increase.
Under the institutional framework of“liberalizing the first line,managing the second line,and ensuring free flow within the island,”Hainan has become one of the most cost-efficient and effective gateways for global goods entering the Chinese market.The zero-tariff product list has expanded to approximately6,600tariff items,covering74%of all tariff categories,attracting foreign-invested projects from companies such as Siemens Energy and France’s Mayoly Pharmaceuticals to accelerate their presence on the island.
