中外记者探访博鳌乐城：见证中国“医疗特区”的惠民实践

2月27日下午，由中华全国新闻工作者协会与海南省新闻办公室共同组织的“走读中国·走进海南自贸港”中外记者团，第三站来到海南博鳌参访。来自瑞典、巴西、新加坡、日本、韩国等10个国家的23名记者，实地探访了博鳌乐城国际医疗旅游先行区，深入了解这片从昔日乡村蝶变而来的全国唯一“医疗特区”，如何通过制度创新让国际前沿医疗成果更早惠及中国百姓。
On the afternoon of February27,a Chinese and international media delegation organized by the All-China Journalists Association and the Hainan Provincial Information Office visited Boao,Hainan,as the third stop of the“Reading China·Entering the Hainan Free Trade Port”tour.The23journalists,from ten countries including Sweden,Brazil,Singapore,Japan,and South Korea,visited the Boao Lecheng International Medical Tourism Pilot Zone to gain in-depth insight into how this once-rural area—now China’s only officially designated“Medical Special Zone”—is enabling international cutting-edge medical innovations to benefit Chinese citizens earlier through institutional reform.

博鳌位于海南岛东海岸，万泉河、九曲江、龙滚河三江入海口，拥有独特而完整的生态景观。这里曾是默默无闻的渔村，自2001年博鳌亚洲论坛永久会址落户后，一跃成为举世瞩目的国际交流平台。如今，博鳌不仅是思想碰撞的“亚洲达沃斯”，更因乐城国际医疗旅游先行区的建设，增添了“健康希望之城”的新名片。
Located on the east coast of Hainan Island at the confluence of the Wanquan,Jiuqu,and Longgun Rivers,Boao boasts a uniquely preserved ecological landscape.Once a quiet fishing village,it rose to international prominence after becoming the permanent venue of the Boao Forum for Asia in2001.Today,Boao is known not only as the“Asian Davos”for global dialogue but also as a“City of Health and Hope”thanks to the development of the Lecheng International Medical Tourism Pilot Zone.

博鳌乐城国际医疗旅游先行区于2013年获国务院批准设立，是中国唯一的“医疗特区”。截至2026年1月，园区已汇聚36家国内外高水平医疗机构投入运营，形成“公立医院引领、民营专科协同、国际机构补充”的多元医疗生态。
Approved by China’s State Council in2013,the Boao Lecheng International Medical Tourism Pilot Zone is the country’s only“Medical Special Zone.”As of January2026,it hosts36high-level domestic and international medical institutions,forming a diversified ecosystem led by public hospitals,supported by private specialty clinics,and complemented by international institutions.
作为园区核心引擎，上海瑞金医院海南医院（博鳌研究型医院）于2021年12月投入试运行，全面平移上海总院技术与管理体系。医院已获批特许药械221项，其中204项落地使用，创造141项全国首例应用，为3万多名患者提供尚未在国内上市的国际前沿药械服务。
As the core engine of the zone,Ruijin Hospital Hainan(Boao Research Hospital),affiliated with Shanghai Ruijin Hospital,began trial operations in December2021.It has transferred the parent hospital’s medical expertise,talent,and management model.The hospital has received approval for221specially permitted drugs and medical devices,with204already in use.It has achieved141first-of-their-kind applications in China,serving more than30,000patients with cutting-edge treatments not yet approved elsewhere in the country.

1.Immediate Access to Global Innovations
通过“临床急需进口药械特许准入”政策，审批流程最短缩至3个工作日。截至2026年1月，乐城累计引进特许药械超过552种，惠及患者超19万人次。
Under the special access policy for urgently needed imported drugs and devices,approval can be completed within as little as three working days.As of January2026,more than552specially permitted medical products have been introduced,benefiting over190,000patient visits.

Thanks to the Hainan Free Trade Port’s zero-tariff policy,imported drugs and devices are exempt from customs duties and value-added tax.A special insurance program costing just RMB29per year provides coverage of up to RMB1million for innovative medications.Cross-regional medical insurance settlement is also supported.

Through real-world data pilot programs,Lecheng has accelerated the approval of21drugs and devices nationwide,with three already included in China’s national medical insurance catalog.With the advancement of Hainan’s island-wide customs closure policy,cross-border flows of capital and talent will become even more convenient.
